In 1978, we brought a lawsuit to force Pennsylvania to finally comply with EPA’s order and the requirements established in the Clean Air Act. A consent decree was quickly reached, committing the state to a plan to reduce smog. But over the next few years, it quickly became clear that the state had no intention of complying with the consent decree.
